When you tpa to someone you should have at least 10 sec in which you would not be abel to take any fall damage so we could prevent a lot of tpa killing.

I think that there could be a system for the PvP server where you will get 30 seconds of time where people can't kill you and you can't kill them. There could also be maybe a /tpaback where you can teleport back to where you originally were while you have the invincibility.
This is indeed a good idea but tpa killing is allowed on PVP (but frowned upon). It is NOT allowed on PVE and players can be punished if it's something being done continuously. With valid proof/evidence of course. I don't see a problem with that being implanted on all servers though, if possible.
