Duffel bags, backpacks, and pouches cannot be placed into each other or inside vaults as they could create infinite storage. However, some players believe that fresh and unused bags should be able to go in vaults, as it does not create the infinite storage problem/
Please take a look at these two images in this link:

Those bags are completely unused; they are empty and stackable. Notice how they have 2 NBT tags.
Now compare those images to these ones:

These bags have/had at least 1 item currently or previously placed in them, and are therefore unstackable. Notice how these bags have 3 NBT tags. Fresh bags immediately gain a tag and become unstackable when an item is placed inside.
I don't fully understand how these tags work, but it would be helpful to be able to place these unused bags (2 tags) inside vaults. It does not contribute to the infinite storage issue, and there is no reason for a player to carry 20+ bags on them at all times.
