    Hey, Neko! :p

This does not apply to all staff
So here you state that this doesn't apply to "all" staff. However, this sentence says other wise "Clearly the standards for staff need to be raised, and the applications handled by someone higher." Clearly stating that Yes this does in fact apply to all staff particularly higher ranked.

I have tried to join staff twice.
Twice with the hopes to not only remove more cheaters from the server faster, but to ultimately improve how players view the staff.
As peach said before, helpers only moderate. However, they also report "cheaters", aka hackers, and help players that are in need of it. Sadly, helpers can't remove them immediately. We also have to show maturity in situations that occur in-game as well as here on forums. This thread I believe doesn't reach the mature standards of a staff member. Which also lowers your chance to be accepted sadly.

while some read a notification and act immediately with no proof or thought.

A perfect example would be my getting muted in a hell night lobby.
Several players including myself were talking about getting teams together. I asked a known female player to join our team. My words being along the lines of "Join us, this teams a sausage fest".
Knowing the player to be alright with terms much worse than that.
In fact this player proceeded to use the exact same term, and other players in the lobby used more colorful language while this discussion was happening.
And yet; a staff that will remain nameless joined the lobby, muted only me, and left just as quickly.
Also as peach stated, if this problem occurs please contact a staff member so we can handle this situation accordingly. Else we can't do much about it. (To clear the fact that some players have said peach seems to be more "interested" in these type of situations which is completely alright. There is nothing wrong with a staff member trying to look into a problem that occurred with another staff member. That means that he is doing his job, nothing else.)

I then asked why I was immediately muted without as much as a warning, since that would have been a more suitable response. The staff quickly left without a reply.
The reason to why you were muted may be because that particular staff member thought that "sausage fest" was inappropriate, which it can be in some cases. Also, the staff member may have not seen you ask the question which is understandable. Inappropriate chat is a 30 minute mute immediately; no warning is provided first. https://havocmc.net/rules/ < please read the rules carefully. If you have already, please read it again. Thank you :)

This response was in no way to insult you. Even though peach had already gave you a response, I just thought that another staff members feed back would be helpful. I do encourage that if any staff member is abusing or doing their job poorly to please make a report on them and or report it to a higher up. Anyway, I hope you have a wonderful day, and good luck! ~Misty :p

Misty, we need "inappropriate" defined in the rules, since people get muted for something they dont think is inappropriate

Everyone should be able to know what is inappropriate and what isn't. However, I do understand people have different view points on what is. But, staff have to go by the rules and punish for something that they find is inappropriate. Also, some players say something inappropriate then when they get punished their friends as well as that player say that they meant something else. Staff don't know if that is true or not so we do our job and give a punishment suitable. :p

Can we get a list of "inappropriate" words or phrases then? (Just so everyone isnt getting muted)

Well all the inappropriate words and phrases can be different so I don't know how that you work. However, it would be a pretty good idea.

"This thread I believe doesn't reach the mature standards of a staff member."

So far staff have made false accusations, twisted my words, and tried to reinforce a rule that frankly needs to be changed.
"Inappropriate chat" is immediate 30min mute, no warning.
    "racism" is warning then mute.
    Someone got priorities wrong.

When I said that clearly I was right, this response that you have given me backs it up. Inappropriate chat should be an immediate mute because of how many players were inappropriate in roleplays etc. which is understandable to be a immediate mute. For racism I agree, it should be an immediate mute as well so I can see where you're coming from.

    Dear Readers,

@OverlordNeko it appears that your thread is starting to become out of hand. After reading the thread, I have a few things to announce. Being staff, I've been a player before, so I understand if rules or modifications do not seem fit. I like to see both sides when viewing out of hand discussions such as this, and I'll do what I can to help. With respect to your take on the new rules, I find the more appropriate way is to privately message a staff member politely and organize your issues in a manner so we can handle it respectfully. I understand you didn't intend to hurt or annoy anyone in this thread, however when any thread starts with "this isn't directed towards ...", it is a sign that perhaps a thread isn't the best option and the conversation will turn into an argument; this isn't twisting your words, but more or less explaining past issues with player distress via threads. Please note you can always talk to me, and I will help you with understanding the rules and if you have any staff problems, I can also respectfully discuss that with you so nobody interferes and offends anyone. When you all were discussing inappropriate chat being a mute, a lot of it is common sense if you state anything revolving around body part, human reproduction, or making cliché references to any dirty talk such as "sausage fest", which could've been worse, but still follows action for a mute. I didn't cover a lot, but I can still discuss this with you on TeamSpeak, discord, or private messages; please contact me if you have anymore issues in regards to the intent of this thread.

I request that all readers let this thread die and please discontinue it, otherwise a thread lock will occur.
