No, that is considered a damage indicator.

I have a mini-map mod that does show players but only when in very close proximity (like 3 chunks), but i have the ability to see players disabled.
is it legal?

I also use JEI (just enough items mod) its pretty much useless in tmd because all it is is it shows you crafting recipes and gives you blocks (i cant get the blocks in the survival servers of course, that disabled from the server side, but i do use it on map maker) is this legal?

Having a mini-map of any kind, including those that show players, no matter how close, is not allowed. It creates an unfair advantage and can be abused (even though you say you have it "turned off"). To be safe, don't use it. It'd be a shame to be banned to an easily avoidable reason.

As for map maker, I think it's fine. It just gives you easier access to your building materials. So long as your survival experience is not impacted (TMD, HH, HN, etc.), it's okay.

Minimaps are only allowed if they don’t support the ability to show players. Waypoints are allowed, MapWriter is suggested.

We can either see if they find us while hidden away (disguising and shifting, then if they come straight to our location without hesitation, like already looking around a corner ready to fire, then it’s pretty obvious), or screensharing them.

Generally other players will notice suspicious activity themselves and then report the player they believe to be using tracers/minimaps, and then mods will proceed the way that Lateralization said above. The same applies for other hacks (i.e. kill aura), we just investigate slightly differently depending on what's suspected.

I've asked a Sr Mod about the Badlion client and it's being looked into. I'll ask about Cheatbreaker as well and will respond again when I have an answer for it.

Badlion makes it easier to run and I heard it includes a crap load of macros and keybinds so idk if it is...

Nope, everything is still the same as far as what's listed here. Only foreseeable changes are if Cheatbreaker and Badlion client are deemed allowed.
